For the Ravens to be actively scanning for beacons, the vehicle must be on, and active. Vehicles aren't actively scanning when parked and only start to scan once the vehicle has been moving for several minutes.
When an asset is moved from its home location/warehouse 'gateway' to the vehicle with a Raven, they may not 'snap' to the vehicle immediately. While the tracking is done in "near real time", there are a few things to consider. If the trip from Point A to B is short, very likely the assets will not "snap" to the vehicle (not enough time).
It's more likely that once the vehicle arrives to the job location, the site will be discovered, and once 'confirmed', the assets will snap to the location (rather than the vehicle).
